Book I of the Arthashastra built the king. Across twenty-one chapters, Kautilya forged the ruler from the inside out; training his mind in the four sciences, subduing the six internal enemies, structuring his daily life into disciplined periods, testing his ministers through secret temptations, constructing networks of stationary and wandering spies, securing the sealed council chamber, managing the threat of princes, and fortifying his very body with concentric rings of protection. The king became a living fortress. The private virtue of vinaya became the public architecture of the state.
Book II, titled Adhyakshaprachara—"The Activity of Superintendents"—marks a decisive outward turn. The king is now presumed to be disciplined, wakeful, and securely enthroned. The question is no longer how should the king train himself? but how should the king's will be translated into the daily administration of a vast and complex empire? The answer lies in the creation of a professional civil service: a network of superintendents (adhyakshas) who manage every aspect of the kingdom's economic and infrastructural life.

Chapters 1 through 5 of Book II lay the foundation for this administrative state with astonishing granularity. Kautilya addresses the settlement and organisation of new territories, the measurement and classification of land, the construction of forts and public works, the management of agriculture and irrigation, and the regulation of trade, weights, measures, and customs duties.
These are not the grand themes of war and diplomacy that dominate later books. They are the mundane, essential, unglamorous functions without which no kingdom can survive: ensuring that fields are ploughed on time, that granaries are filled against famine, that merchants are not cheated by false weights, that roads are maintained for the movement of armies and goods.
In these chapters, Kautilya reveals himself not only as a strategist and a master of human psychology but as an economist, an urban planner, and a systems designer centuries ahead of his time. The superintendents he creates are the limbs of the tortoise, extending the king's disciplined will into every village, market, and frontier outpost.
The conquest of the earth, which the treatise declared as its purpose, is not won by battles alone. It is won by the superintendent who ensures the granary is full, the toll-collector who audits the merchant's scales, and the irrigation officer who keeps the canals flowing. Book II is where the Kautilyan state becomes a machine.
Book II of Arthashastra: Duties of Government Superintendents (Adhyakshaprachara)
The second book, Adhyakshaprachara (अध्यक्षप्रचार), is a dramatic shift in focus. It translates to "The Activity of Superintendents" or "The Conduct of Superintendents." It builds the machinery through which the king's disciplined will reaches every corner of the empire. Its central argument is that a king, however wise and self-controlled, cannot govern alone; he must appoint, direct, and monitor a professional civil service of superintendents (adhyakshas) who manage the kingdom's economic life.
The book's 36 chapters provide a comprehensive blueprint for the administration of agriculture, mining, trade, taxation, forests, mines, manufactories, weights and measures, tolls, and the entire material foundation on which the state rests.

Chapter 1: Formation of Villages
The king may construct villages either by inducing foreigners to immigrate (paradeśapravāhanena) or by causing the thickly-populated centres of his own kingdom to send forth their excessive population (svadeśābhiṣyandavāmanena), either on new sites or on old ruins (bhūtapūrvam vā).
Villages shall consist of not less than one hundred families and not more than five hundred families of agricultural people of Śūdra caste, with boundaries extending as far as a krośa (approximately 2,250 yards) or two, and capable of protecting each other. Boundaries shall be denoted by a river, a mountain, forests, bulbous plants, caves, artificial buildings, or by trees such as śālmalī (silk cotton tree), śamī (Acacia Suma), and kṣīravṛkṣa (milky trees).
A comprehensive administrative hierarchy is established. There shall be a sthānīya (a fortress of that name) in the centre of eight hundred villages, a droṇamukha in the centre of four hundred villages, a khārvātika in the centre of two hundred villages, and a saṅgrahaṇa in the midst of a collection of ten villages.
In the extremities of the kingdom, forts manned by boundary-guards (antapāla) shall guard the entrances. The interior shall be watched by trap-keepers (vāgurika), archers (śabara), hunters (pulinda), caṇḍālas, and wild tribes (araṇyacāra).
Those who perform sacrifices (ṛtvik), spiritual guides, priests, and those learned in the Vedas shall be granted Brahmadeya lands yielding sufficient produce and exempted from taxes and fines (adaṇḍakarāṇi). Superintendents, Accountants, Gopas, Sthānikas, Veterinary Surgeons, physicians, horse-trainers, and messengers shall also be endowed with lands which they shall have no right to alienate by sale or mortgage.
Lands prepared for cultivation shall be given to tax-payers (karada) only for life (ekapuruṣikāṇi). Unprepared lands shall not be taken away from those who are preparing them for cultivation.
Lands may be confiscated from those who do not cultivate them and given to others; or they may be cultivated by village labourers (grāmabhṛtaka) and traders (vaidehaka), lest those owners who do not properly cultivate them might pay less to the government. If cultivators pay their taxes easily, they may be favourably supplied with grains, cattle, and money.
The king shall bestow on cultivators only such favour and remission (anugrahaparihārau) as will tend to swell the treasury, and shall avoid such as will deplete it. A king with a depleted treasury will eat into the very vitality of both citizens and country people. Either on the occasion of opening new settlements or on any other emergent occasions, remission of taxes shall be made. He shall regard with fatherly kindness those who have passed the period of remission of taxes.
The king shall carry on mining operations and manufactures, exploit timber and elephant forests, offer facilities for cattle-breeding and commerce, construct roads for traffic both by land and water, and set up market towns (paṇyapaṭṭana). He shall also construct reservoirs (setu) filled with water either perennial or drawn from some other source.
Or he may provide with sites, roads, timber, and other necessary things those who construct reservoirs of their own accord. Likewise in the construction of places of pilgrimage (puṇyasthāna) and of groves.
Whoever stays away from any kind of cooperative construction (sambhūya setubandhāt) shall send his servants and bullocks to carry on his work, shall have a share in the expenditure, but shall have no claim to the profit. The king shall exercise his right of ownership (svāmyam) with regard to fishing, ferrying and trading in vegetables (haritapaṇya) in reservoirs or lakes (setuṣu).
Those who do not heed the claims of their slaves (dāsa), hirelings (āhitaka), and relatives shall be taught their duty. The king shall provide the orphans, the aged, the infirm, the afflicted, and the helpless with maintenance. He shall also provide subsistence to helpless women when they are carrying and also to the children they give birth to.
Elders among the villagers shall improve the property of bereaved minors till the latter attain their age; so also the property of Gods. When a capable person other than an apostate (patita) or mother neglects to maintain his or her child, wife, mother, father, minor brothers, sisters, or widowed girls, he or she shall be punished with a fine of twelve paṇas.
When, without making provision for the maintenance of his wife and sons, any person embraces asceticism, he shall be punished with the first amercement; likewise any person who converts a woman to asceticism.
Whoever has passed the age of copulation may become an ascetic after distributing the properties of his own acquisition (among his sons); otherwise, he will be punished.
No ascetic other than a vānaprastha (forest-hermit), no company other than the one of local birth, and no guilds of any kind other than local cooperative guilds shall find entrance into the villages of the kingdom. Nor shall there be in villages buildings intended for sports and plays.
Nor, in view of procuring money, free labour, commodities, grains, and liquids in plenty, shall actors, dancers, singers, drummers, buffoons, and bards make any disturbance to the work of the villagers; for helpless villagers are always dependent and bent upon their fields.
The king shall avoid taking possession of any country which is liable to the inroads of enemies and wild tribes and which is harassed by frequent visitations of famine and pestilence. He shall also keep away from expensive sports.
He shall protect agriculture from the molestation of oppressive fines, free labour, and taxes (daṇḍaviṣṭikarābādhaiḥ); herds of cattle from thieves, tigers, poisonous creatures and cattle-disease. He shall not only clear roads of traffic from the molestations of courtiers, of workmen, of robbers, and of boundary-guards, but also keep them from being destroyed by herds of cattle.
Thus the king shall not only keep in good repair timber and elephant forests, buildings, and mines created in the past, but also set up new ones.

In Simple Terms
The main ideas from this chapter can be understood in these simple points:
Building New Villages | Two Methods: The king expands the kingdom's cultivated land in two ways. First, by attracting immigrants from other kingdoms; people fleeing famine, war, or oppression who will settle on new land in exchange for security and initial tax breaks.
Second, by relocating surplus population from overcrowded parts of his own kingdom to newly opened territories. The villages can be built on completely new sites or on the ruins of old, abandoned settlements.
The Standard Village | Size and Layout: A proper village contains between one hundred and five hundred families; large enough to defend itself, small enough to manage. Its territory extends one or two krośas (roughly two to four kilometres) from the centre.
Boundaries are marked by natural features like rivers, mountains, forests, caves or by distinctive trees like the silk-cotton, the acacia, and trees with milky sap. There are no abstract lines on a map; the boundary is what you can see.
The Four-Tier Administrative Grid: The kingdom is organised into a nested hierarchy of settlements. At the top, a sthānīya, a regional fortress, serves as the administrative centre for eight hundred villages. Below that, a droṇamukha serves four hundred villages, a khārvātika serves two hundred, and a saṅgrahaṇa serves a cluster of ten villages.
This is a complete administrative geography; every village belongs to a cluster, every cluster to a district, every district to a region. At the kingdom's borders, forts manned by boundary-guards control entry and exit. Inside the kingdom, a network of foresters, hunters, archers, and tribal watchers keeps the interior under surveillance.
Land Grants | The Privileged and the Obligated: Priests, teachers, and those learned in scripture receive Brahmadeya lands; tax-free, fine-free, yielding enough to support them and their work. Government officials like superintendents, accountants, record-keepers, veterinarians, physicians, horse-trainers, and messengers receive service lands.
These are not gifts. They cannot be sold or mortgaged. They are tied to the office; when the officer dies or retires, the land reverts to the state for the next appointee.
The Cultivation Contract | Use It or Lose It: Tax-paying cultivators receive prepared land for life. But there is a strict condition: the land must be cultivated. If a cultivator abandons his fields or lets them lie fallow, the king can confiscate the land and give it to someone who will work it; or farm it directly using village laborers and traders.
The state has zero tolerance for wasted agricultural capacity. On the other hand, land that is currently being brought under cultivation for the first time cannot be taken away. The state rewards effort.
Farmers who pay their taxes promptly may receive additional support: grain, cattle, and cash advances. The king grants tax remissions only in ways that will eventually increase the treasury; not deplete it. A king whose treasury runs dry will end up exploiting his own people.
The King as Infrastructure Builder: The king's economic duties are comprehensive. He must open mines, set up factories, manage forests for timber and elephants, promote cattle-breeding and trade, build roads for land and water transport, and establish market towns.
He must build reservoirs; either perennial ones fed by rivers, or rain-fed ones. He may also encourage private individuals to build reservoirs by providing them land, timber, and materials. The same applies to pilgrimage sites and public groves.
Cooperative Construction | Share the Cost, Miss the Profit: If a community project, like a reservoir or embankment, is undertaken cooperatively, anyone who refuses to participate must still send their servants and bullocks to work, still pay their share of the costs, but receives no share of the profits (like water rights or fishing income).
The king also claims ownership of fishing, ferrying, and vegetable-trading rights in all reservoirs built with state support.
The Social Safety Net: The king has explicit welfare duties. He must maintain orphans, the aged, the infirm, the afflicted, and the helpless. He must support destitute pregnant women and their newborn children. Village elders must manage the property of minors who have lost their parents until they come of age.
Family Obligations and Asceticism: If a capable person neglects to support their children, wife, parents, minor siblings, or widowed daughters, they are fined twelve paṇas. A man who becomes an ascetic without first providing for his wife and sons is punished.
Anyone who persuades a woman to abandon her family and become an ascetic is also punished. Only after passing the age of sexual activity, and after distributing his self-acquired property among his sons, may a man legitimately renounce the world. And even then, only as a vānaprastha (forest-hermit), not as a wandering mendicant who might disturb the social order of the villages.
Who Is Not Welcome in the Village: The village is an ordered space. No wandering ascetics (except forest-hermits), no outside religious orders, no non-local guilds or corporations may enter without permission.
There shall be no buildings for sports or public entertainment in the villages. Actors, dancers, singers, drummers, buffoons, and bards are explicitly warned not to disturb the work of the villagers; because villagers, being "helpless," are easily distracted from their fields.
What the King Must Avoid: The king shall not annex territory that is vulnerable to enemy raids, tribal incursions, or frequent famine and disease; it will drain the treasury rather than fill it. He shall avoid expensive personal amusements.
He shall protect agriculture from excessive fines, forced labour, and crushing taxes; protect cattle from thieves, tigers, snakes, and disease; keep roads clear of obstruction by courtiers, workmen, robbers, and boundary-guards; and prevent cattle from destroying the roads themselves.
Finally, the king shall maintain all existing state assets like forests, buildings, mines and create new ones. The state is a going concern, and its infrastructure requires constant maintenance and expansion.
Case Study: An Ancient King's Application
Sher Shah Suri (r. 1540–1545 AD) ruled for only five years, but his administrative reforms embody the principles of Book II, Chapter 1 with startling precision. An ethnic Afghan who overthrew the Mughal emperor Humayun, Sher Shah understood that military conquest without administrative foundation was temporary. His brief reign transformed the infrastructure of northern India.
His most famous achievement was the construction of the Grand Trunk Road, the Sadak-e-Azam, running from Sonargaon in Bengal to Attock in the Punjab. This was Kautilya's injunction to "construct roads for traffic both by land and water" executed on an imperial scale.
Along the road, Sher Shah built sarais (rest-houses) at regular intervals, initially 1,700 of them, which served as both way-stations for travellers and as the nuclei of new market towns. This is Kautilya's paṇyapaṭṭana; the market town established by the state.
Each sarai became a miniature administrative centre. Sher Shah posted a shiqdar (the equivalent of Kautilya's superintendent) to maintain order, collect tolls, and manage the surrounding land. Separate resting places were provided for Muslims and Hindus.
The royal post system used fresh horses stationed at these sarais, enabling messages to travel at unprecedented speed. The road was lined with fruit trees to provide shade and sustenance for travellers; exactly the kind of public grove-building Kautilya prescribes.
Sher Shah also reformed the revenue system on principles Kautilya would have approved. Land was classified by quality and productivity. Taxes were fixed at one-third of the produce. Cultivators were given written records of their holdings and obligations. The state invested in agriculture through advances of seed and cattle to farmers; Kautilya's "if cultivators pay their taxes easily, they may be favourably supplied with grains, cattle, and money."
His land-grant system also echoed Kautilya. He granted revenue-free lands (madd-i-maash) to scholars, priests, and deserving officials; similar to the Brahmadeya lands. These grants were conditional on service and were not transferable by sale or mortgage.
Sher Shah's infrastructure projects extended beyond roads. He built caravanserais, dug wells, constructed bridges, and established a chain of fortified posts along the borders; Kautilya's boundary-guards (antapāla). He planted orchards and established new villages on previously uncultivated land.
The Mughal historian Abbas Khan Sarwani records that Sher Shah personally supervised the measurement of land and the classification of soil; a king doing the work of a superintendent. His reign lasted only five years, but his systems were so well constructed that the Mughals, when they returned to power, adopted them wholesale.
The Grand Trunk Road remained the spine of northern India for centuries. The administrator who builds well rules beyond his own death.
Takeaway
For Political Leaders: Kautilya's village-formation chapter is a masterclass in state-led economic development. The dual strategy of attracting immigrants and relocating surplus internal population remains the fundamental dynamic of regional development: nations still compete for skilled immigrants while managing internal migration from crowded to underdeveloped regions.
The four-tier administrative hierarchy is the ancestor of every modern system of regional governance; districts, counties, provinces, and the national centre. The principle that land must be used productively or revert to the state is the foundation of land reform and taxation policy everywhere.
Most importantly, Kautilya's insistence that the king is responsible for infrastructure—roads, reservoirs, market towns, mines, forests—reminds modern leaders that economic growth is not generated by private enterprise alone. The state builds the platform on which private enterprise operates.
The leader who neglects public infrastructure neglects the primary duty of government. The specific prohibitions like no entertainers disturbing the villagers, no wandering ascetics settling without permission reflect a deep understanding that productivity depends on social stability, and social stability depends on limiting distractions that pull labour away from the fields. The modern equivalent is the recognition that communities need both economic opportunity and social order to thrive.
For Corporate Leaders: The chapter's principles translate with surprising directness to corporate expansion and resource management. The two methods of founding villages—attracting outside talent and relocating internal teams—are exactly the options a company has when opening a new office or entering a new market: hire locally with incentives, or transfer experienced internal staff to seed the new operation.
The four-tier hierarchy is a warning about span of control: every team of ten needs a lead (the saṅgrahaṇa), every cluster of twenty teams needs a director (the khārvātika), and so on. The "use it or lose it" principle for cultivated land is the corporate equivalent of performance management for assets and budgets: if a department is not producing with the resources it has been given, those resources should be reallocated to someone who will.
The prohibition on alienating service lands by sale or mortgage is a reminder that core assets—intellectual property, key client relationships, strategic infrastructure—should never be sold or encumbered by any single executive.
The king's obligation to maintain existing infrastructure while building new is the CEO's dual responsibility: maintain the legacy business while investing in new ventures. And the explicit prohibition on entertainers disturbing the villagers is a timeless warning about workplace culture: distractions that pull people away from core work must be managed, however innocuous they seem individually.
The village that spends its days watching performers will miss the harvest. The company that spends its days in internal theatre will miss the market.
The Kingdom of Saha, Kanchi, the Royal Palace – The King's Study, Early Morning The water clock had just chimed the second hour. Simhavarma sat at his desk, a large map of the northern frontier unrolled before him, its edges weighted with polished stones. The map was new, drawn by royal surveyors only last month, and it showed the buffer zone between Kanchi's border and the Maeran front: a strip of undulating grassland and scrub forest, watered by the tributaries of the great river, largely empty. Too empty. Gajakesha, the Samaharta, knelt on a reed mat with a stack of palm-leaf ledgers. Vamanagupta stood at the window. And before the king, a third man knelt; a wiry, sunburnt official named Dharmasena, the Superintendent of New Settlements, who had spent the last three months surveying that empty strip and had returned with a proposal. "The site is here, Your Majesty," Dharmasena said, pointing to a bend in the river marked on the map. "The boundary will be the river itself on the north and west, a ridge of low hills on the east, and a line of old shalmali trees—silk-cotton trees—on the south. The soil is good. The river floods predictably. There is an old ruined village on the site, abandoned during the wars of your grandfather's time. The foundations are still visible." Simhavarma traced the riverbend with his finger. "How many families can it support?" "Between three hundred and fifty and four hundred, Your Majesty. We will bring two hundred from the overcrowded southern districts—the delta villages have more hands than land—and the rest will be immigrants. There is a stream of refugees crossing the border from the Zarian frontier villages, fleeing the atrocities of the rogue warlords. They are farmers. They know the northern soil. They ask only safety and seed." "Safety we will give them," the king said. "And seed. Gajakesha, what is the cost?" Gajakesha consulted his ledgers. "For the first year: land clearance, plough-teams, seed-grain, timber for houses, construction of a common granary, a well, and a small reservoir; approximately four thousand silver pieces. The settlers will pay no tax for the first two years. After that, at one-sixth of their harvest, the village will begin contributing to the treasury. By the fifth year, the investment will have paid for itself. By the tenth, it will be generating surplus." "And the administrative centre?" "We propose a khārvātika for now," Dharmasena said. "The village itself is too small for a full droṇamukha. It will report to the droṇamukha at the old fort of Mandara. We have already posted boundary-guards at the river crossing." Vamanagupta turned from the window. "The immigrants from the Zarian side must be screened. Varishtha's spies will check each family for agents. We are offering empty land next to the frontier; we will not also offer a gateway for infiltrators." "It will be done," Dharmasena said. "Then proceed," Simhavarma said. "But there is one more thing. I have received a complaint already, before the first house is built, that a wandering ascetic of some foreign order has settled himself under the silk-cotton trees and is preaching to the surveyors. He claims to be a vānaprastha, but he is not of local birth, and he has no forest-hermitage. Remove him. Politely. If he wishes to live as a forest-hermit, he may do so outside the village boundaries, in the deeper forest. But he may not enter the village and disturb the workers. The law is clear." Dharmasena touched his forehead to the floor. "It shall be done, Your Majesty." The New Village of Shalmali, Three Months Later The village was no longer a map. It was a reality of mud-brick houses with thatched roofs, laid out in a grid along a single wide street that led to the river. The old ruined foundations had been cleared and rebuilt. A granary stood at the center, its walls thick and windowless, its door sealed with the royal stamp. Beyond the houses, the fields stretched in a patchwork of dark, freshly turned soil. King Simhavarma had come to see it himself. He rode at the head of a small procession: Vamanagupta at his side, Rudravarma with a company of cavalry, Gajakesha with his ledger, and Superintendent Dharmasena acting as guide. The villagers lined the road to watch; farmers from the southern deltas standing beside the refugees from the Zarian border who had fled with nothing but their tools. They had been enemies once, or had thought themselves so. Now they were neighbors, digging the same irrigation ditch. The king dismounted near the new reservoir. It was not yet finished; a low earthen embankment, a sluice-gate of teak, a channel leading to the fields. Workmen were still packing the embankment with clay. Among them, Simhavarma noticed a group of men who looked sullen and resentful, working apart from the others. "Who are those?" he asked. Dharmasena consulted a palm-leaf. "Three farmers, Your Majesty, who refused to contribute to the cooperative labor for the reservoir. As the law requires, they have sent their servants and bullocks to work, and they have paid their share of the cost. But they will receive no share of the fishing or ferrying rights, nor of the vegetable trade from the reservoir banks. They are... unhappy." "They are foolish," Vamanagupta said. "The reservoir will increase their crop yields. They will benefit whether they have fishing rights or not. But they chose to be uncooperative, and so the law teaches them the cost of being uncooperative. Next time, they will contribute." Simhavarma nodded and walked on. He stopped at a house slightly larger than the others, where an old woman sat spinning cotton in the shade. She rose awkwardly, bowing. Beside her, two small children, a boy and a girl, peered from the doorway. "Who lives here?" the king asked. Dharmasena stepped forward. "The widow Sita, Your Majesty. Her husband died on the journey from the Zarian border; a fever. She arrived with three children and no kin. According to the law, the village elders have taken responsibility for her. She receives a stipend from the treasury until her youngest child is of age. Her eldest son, twelve years old, works in the communal fields for wages." Simhavarma knelt, bringing himself to the children's eye level. The boy stared at him with huge, wary eyes. The girl hid behind her brother. "Your mother is under the king's protection," Simhavarma said. "You will not go hungry. You will not be turned away. This is your home now." The old woman, Sita, began to weep. The king rose and continued his inspection. At the edge of the village, he paused by the line of silk-cotton trees that marked the southern boundary. One of the trees had a crude platform built in its branches; the remnants of the wandering ascetic's camp, now abandoned. The ascetic himself was long gone, relocated to a hermitage in the deeper forest, where he could meditate without disturbing the ploughing. "A village is a delicate thing," Vamanagupta said, reading the king's thought. "It needs water, seed, law, and protection. But it also needs the absence of distraction. A single charismatic wanderer can draw twenty farmers from their fields. A single season of neglected planting can undo a year's investment. The old texts are not cruel when they regulate the presence of ascetics and entertainers. They are practical." "Everything is practical," Simhavarma said. "That is the secret, is it not? The reservoir is practical. The granary is practical. The removal of the ascetic was practical. Even the kindness to the widow is practical; she will raise children who are loyal to the throne." "Practical kindness is still kindness, Your Majesty. The widow does not care about the treasury's calculations. She cares that her children will eat." The king looked out over the new fields, the new houses, the new reservoir glinting in the afternoon sun. The kingdom was a machine, yes. But it was a machine made of people, farmers and widows and children and grumbling uncooperative men, and the machine only worked if every part of it was tended. "Ride back to the capital," he said to Gajakesha. "I want a report on potential village sites along the entire northern frontier. If one village can anchor the buffer zone, ten villages can make it unbreakable. The Zarian warlords will break against settled land in a way they will never break against empty grass." Gajakesha bowed. "It shall be done, Your Majesty." The king mounted his horse. The villagers, lined along the road, bowed as he passed. The silk-cotton trees rustled in the warm wind. And somewhere beyond the river, in the shadow of the fortresses of Zarian warlords, more refugees were already gathering, waiting for the word that there was land, and safety, and a king who would receive them. |

Chapter II: Division of Land
The king shall make provision for pasture grounds on uncultivable tracts. Brahmins shall be provided with forests for sóma plantation, for religious learning, and for the performance of penance; such forests being rendered safe from dangers whether animate or inanimate, and named after the gotra (tribal or clan name) of the Brahmins resident therein.
A separate forest, equally extensive but differently purposed, shall be formed for the king's sports. It shall have only one entrance, rendered inaccessible by the construction of ditches all round, and shall contain plantations of delicious fruit trees, bushes, bowers, and thornless trees, with an expansive lake of water full of harmless animals.
Tigers (vyāla), beasts of prey (mārgāyuka), male and female elephants, young elephants, and bisons, all deprived of their claws and teeth, shall be kept there.
On the extreme limit of the country or in any other suitable locality, another game-forest with game-beasts, open to all, shall also be made. In view of procuring all kinds of forest produce, one or several forests shall be specially reserved. Manufactories to prepare commodities from forest produce shall also be set up.
Wild tracts shall be separated from timber-forests. In the extreme limit of the country, elephant forests, separated from wild tracts, shall be formed.
The Superintendent of Forests with his retinue of forest guards shall not only maintain the upkeep of the forests, but also acquaint himself with all passages for entrance into or exit from such of them as are mountainous or boggy or contain rivers or lakes.
Whoever kills an elephant shall be put to death. Whoever brings in the pair of tusks of an elephant dead from natural causes shall receive a reward of four-and-a-half paṇas.
Guards of elephant forests, assisted by those who rear elephants, those who enchain the legs of elephants, those who guard the boundaries, those who live in forests, as well as by those who nurse elephants, shall, with the help of five or seven female elephants used to help in tethering wild ones, trace the whereabouts of herds of elephants.
They do so by following the course of urine and dung left by elephants and along forest-tracts covered over with branches of Bhallātaki (Semicarpus Anacardium), and by observing the spots where elephants slept or sat or left dung, or where they had just destroyed the banks of rivers or lakes.
They shall also precisely ascertain whether any mark is due to the movements of elephants in herds, of an elephant roaming single, of a stray elephant, of a leader of herds, of a tusker, of a rogue elephant, of an elephant in rut, of a young elephant, or of an elephant that has escaped from the cage.
Experts in catching elephants shall follow the instructions given to them by the elephant doctor (anīkastha) and catch such elephants as are possessed of auspicious characteristics and good character.
The victory of kings in battles depends mainly upon elephants; for elephants, being of large bodily frame, are capable not only to destroy the arrayed army of an enemy, his fortifications, and encampments, but also to undertake works that are dangerous to life.
Elephants bred in countries such as Kāliṅga, Anga, Karūśa, and the East are the best; those of the Daśārṇa and western countries are of middle quality; and those of Saurāṣṭra and Pāñcajana countries are of low quality. The might and energy of all can, however, be improved by suitable training.

The further from the capital, the more secure the breeding grounds, and the closer to the enemy they are, the faster we can deploy them." Gajakesha frowned. "But Dandakaranya is also a hunting ground for the hill tribes and for some of our own nobles. Closing it will cause resentment. There are also several hermitages in the southern part of that forest; sages who have lived there for generations, growing soma and performing penance. The law protects their groves." "Then the sage lands are carved out," Vamanagupta said, speaking for the first time. "The sages shall be provided with forests for soma plantation, religious learning, and penance, rendered safe from danger and carrying their ancestral name. We will survey the hermitages, mark their boundaries with shalmali trees, and guarantee their safety. They will not be disturbed. But the rest of Dandakaranya becomes an elephant forest, and no one—noble, tribesman, or hunter—may enter without permission from the Superintendent." "And the public hunting ground?" Simhavarma asked. "Shifted westward, Your Majesty," Dhananjaya said. "There is a tract of scrubland and open forest on the western border, currently uncultivable pasture. It can serve as a public game forest. The deer and boar will move there. And the nobles can hunt without endangering the elephant herds." The king nodded slowly. "And my own hunting park?" he asked, an amused glint in his eyes. "Aren't I supposed to have a private forest, with a single entrance, stocked with harmless beasts and fruit trees." Dhananjaya hesitated. "That... has not yet been established, Your Majesty. Your father preferred to hunt in the open forests. He never built a private park." As a reminder that the kingdom's strength depends on its elephants; and that the kingdom's justice depends on its ability to distinguish between a crime of malice and a crime of ignorance." Vamanagupta, standing in his usual place, permitted himself the faintest movement of approval. The Royal Hunting Park, One Year Later The private game park was complete. A single gate of ironwood, flanked by stone pillars, opened into a landscape of manicured wilderness: fruit trees bending under the weight of mangoes and jackfruit, bowers of flowering jasmine, a lake of blue water stocked with fish and waterbirds. Tigers paced in a sunlit clearing; magnificent beasts, their claws carefully filed, their teeth blunted. This tiger lives in comfort and dies in old age. The wild tiger dies from a hunter's arrow or a rival's claws. Which is the crueler fate?" Devananda thought about this. The tiger yawned, showing its harmless gums. "The Zarian border forts," the king said quietly, turning to his son, "are guarded by men who are not declawed. Remember that. The park is a symbol, not a strategy. The real strength is in Dandakaranya, where the elephants are being trained. And the real danger is not the toothless tiger. It is the hashaashins with a sharpened blade." Devananda nodded slowly. The lesson settled into his mind like a stone sinking into clear water. The Council Chamber, Five Years Later The tusks of the poached elephant still hung on the council chamber wall, polished and gleaming. "It is still true, Your Majesty. But the elephants only matter if the land is properly divided to sustain them, and the law is properly enforced to protect them, and the king is wise enough to know when to apply the law and when to bend it. The text provides the guidelines. The king provides the judgment." The water clock chimed. The council would meet again tomorrow. The tortoise continued to draw in its limbs. And the elephants of Dandakaranya, the living fortresses of the kingdom, slept in their stockades, dreaming of forest rivers and the distant thunder of war. |

Chapter III: Construction of Forts
The king shall construct defensive fortifications on all four quarters of the boundaries of the kingdom, on grounds best fitted for the purpose.
Kautilya classifies forts into four types based on their terrain: a water-fortification (audaka), such as an island in the midst of a river or a plain surrounded by low ground; a mountain-fortification (pārvata), such as a rocky tract or a cave; a desert-fortification (dhānvana), such as a wild tract devoid of water and overgrown with thicket growing in barren soil; and a forest-fortification (vanadurga), full of wagtail birds, water, and thickets.
Of these, water and mountain fortifications are best suited to defend populous centres; desert and forest fortifications are habitations in wilderness (aṭavīsthānam).
The king may have his fortified capital (sthānīya) as the seat of his sovereignty (samudayasthānam) in the centre of his kingdom. It should be located on a site naturally best fitted for the purpose; such as the bank of the confluence of rivers, a deep pool of perennial water, or a lake or tank. The fort may be circular, rectangular, or square in form, surrounded with an artificial canal of water, and connected with both land and water paths.
Around this fort, three ditches shall be constructed with an intermediate space of one daṇḍa (6 feet) from each other. They shall be fourteen, twelve, and ten daṇḍas respectively in width, with depth less by one-quarter or by one-half of their width, square at their bottom and one-third as wide at their top, with sides built of stones or bricks.
These ditches shall be filled with perennial flowing water or with water drawn from some other source, and stocked with crocodiles and lotus plants.
At a distance of four daṇḍas (24 feet) from the innermost ditch, a rampart six daṇḍas high and twice as much broad shall be erected. It is made by heaping mud upwards, made square at the bottom and oval at the centre, pressed by the trampling of elephants and bulls, and planted with thorny and poisonous plants in bushes. Gaps in the rampart shall be filled with fresh earth.
Above the rampart, parapets shall be built of bricks, in odd or even numbers, with an intermediate space of from twelve to twenty-four hastas from each other, raised to a height of twice their breadth.
The passage for chariots shall be made of trunks of palm trees or of broad and thick slabs of stones with spheres like the head of a monkey carved on their surface; but never of wood, for fire finds a happy abode in it. Towers, square throughout and with a movable staircase or ladder equal to its height, shall also be constructed.
In the intermediate space measuring thirty daṇḍas between two towers, there shall be formed a broad street in two compartments, covered over with a roof and two-and-a-half times as long as it is broad. Between the tower and the broad street there shall be constructed an Indrakośa; a structure made of wooden planks affording seats for three archers.
There shall also be made a "road for Gods" measuring two hastas inside, four times as much by the sides, and eight hastas along the parapet. Paths as broad as a daṇḍa or two shall also be made.
In an unassailable part of the rampart, a passage for flight (pradhāvitikām) and a door for exit (niṣkuradvāram) shall be made.
Outside the rampart, passages for movement shall be closed by forming obstructions such as a knee-breaker (jānubhanjanī), a trident, mounds of earth, pits, wreaths of thorns, instruments made like the tail of a snake, palm-leaf traps, triangles, and dog-tooth spikes, rods, ditches filled with thorns and covered with sand, frying pans, and water-pools.
Having made on both sides of the rampart a circular hole of a daṇḍa-and-a-half in diameter, an entrance gate one-sixth as broad as the width of the street shall be fixed.

A square is formed by successive addition of one daṇḍa up to eight daṇḍas commencing from five, or in the proportion of one-sixth of the length up to one-eighth. The rise in level shall be made by successive addition of one hasta up to eighteen hastas commencing from fifteen hastas.
In fixing a pillar, six parts form its height above the floor, twice as much (twelve parts) are entered into the ground, and one-fourth remains for its capital. Of the first floor, five parts form a hall, a well, and a boundary-house; two-tenths of it for two platforms opposite each other; an upper storey twice as high as its width; carvings of images; an uppermost storey, half or three-fourths as broad as the first floor; side walls built of bricks; on the left side, a staircase circumambulating from left to right; on the right, a secret staircase hidden in the wall; a top-support of ornamental arches projecting as far as two hastas; two door-panels each occupying three-fourths of the space; two and two cross-bars to fasten the door; an iron bolt as long as an aratni (24 aṅgulas); a boundary gate five hastas in width; four beams to shut the door against elephants; and turrets raised up to the height of a man's face, removable or irremovable, or made of earth in places devoid of water.
A turret above the gate, starting from the top of the parapet, shall be constructed with its front resembling an alligator up to three-fourths of its height.
In the centre of the parapets, there shall be a deep lotus pool; a rectangular building of four compartments, one within the other; an abode of the Goddess Kumārī (Kumārīpuram), with its external area one-and-a-half times as broad as that of its innermost room; a circular building with an archway; and in accordance with available space and materials, canals (kulyā) to hold weapons, three times as long as broad.
In those canals, there shall be collected stones, spades (kuddāla), axes (kuthārī), varieties of staffs, cudgels (musriṇṭhi), hammers (mudgara), clubs, discuses, machines (yantra), and such weapons as can destroy a hundred persons at once (śataghnī), together with spears, tridents, bamboo-sticks with pointed iron edges, camel-necks, explosives (agnisaṃyogāḥ), and whatever else can be devised and formed from available materials.

The Rampart | A Mountain Made by Men: At 24 feet from the innermost ditch rises the rampart; a massive earthwork 36 feet high and 72 feet broad. This is not a delicate wall; it is a small mountain. Between every two towers, a broad covered street runs; two compartments, long and wide, allowing defenders to move troops and supplies without being seen from outside.
The Indrakośa and Defensive Architecture: Between each tower and the broad street sits an Indrakośa; a wooden platform seating three archers. This creates layered firepower: archers on the towers, archers on the Indrakośa, archers on the road. The "road for Gods" runs along the parapet; a elevated walkway for rapid troop movement.
The Escape Route: Even the strongest fort has a hidden door. In an unassailable section of the rampart, the builders construct a concealed passage for flight and a secret exit door. If the fort falls, the king lives to fight another day.
External Obstacles | The Death Zone: Outside the rampart, the approach is not empty; it is engineered into a kill-zone. Obstacles with graphic names like knee-breakers, tridents, snake-tail traps, palm-leaf spikes, dog-tooth caltrops block every path.
Pits are dug, filled with thorns, and covered with sand so they are invisible until stepped on. There are frying pans (possibly heated or spiked) and water-pools (possibly to mire troops). No approach is left unguarded.
The Gate | Weakest Point, Heavily Fortified: Each entrance gate is only one-sixth as wide as the street it serves; a narrow choke-point. It has an iron bolt, two massive cross-bars, and four beams specifically designed to resist elephant charges.
The turret above the gate projects like an alligator's snout, allowing defenders to fire straight down on attackers at the gate.
The Goddess Kumārī's Abode: Deep within the fort, a shrine to the goddess Kumārī is built; a rectangular structure of four nesting compartments. This is both a religious centre and a psychological defense: the fort is under divine protection.
The Armoury Canals: Long, narrow channels store every conceivable weapon: stones, spades, axes, staffs, cudgels, hammers, clubs, discuses, and the terrifying śataghnī; a weapon that can "destroy a hundred persons at once," perhaps a heavy rolling cylinder studded with blades dropped from the parapet onto massed attackers.
There are also spears, tridents, iron-tipped bamboo stakes, camel-necks (a hooked weapon), and explosives (agnisaṃyogāḥ). The fort is armed to the teeth.

The Maratha hill forts of the 17th century AD, constructed and expanded under Chhatrapati Shivaji, represent the most complete practical application of Kautilya's fortification principles in Indian history.
Chhatrapati Shivaji's kingdom was ringed by over three hundred forts, many built on the commanding peaks of the Western Ghats; Kautilya's pārvata-durga, the mountain fortification, in its purest form.
Raigad, the Maratha capital, exemplifies the sthānīya; the fortified seat of sovereignty at the kingdom's centre. It sits atop a massive hill, its cliffs forming natural ramparts far exceeding Kautilya's thirty-six-foot specification.
The ascent is deliberately difficult: narrow, winding paths overlooked by defensive towers from which archers and gunners could fire straight down; the practical equivalent of the alligator-mouthed turret over the gate. Water was stored in massive tanks carved into the rock, ensuring the fort could withstand prolonged siege, exactly as Kautilya prescribes for a capital fortress with perennial water.
Chhatrapati Shivaji's forts were deliberately placed "on all four quarters of the boundaries"—coastal forts like Sindhudurg and Vijaydurg guarded the sea approaches (Kautilya's water-fortifications); mountain forts like Pratapgad, Sinhagad, and Purandar commanded the passes; and forest forts in the thick Konkan jungles provided refuge and staging grounds (Kautilya's forest-fortifications). Each fort was designed for its terrain, and the network functioned as an integrated defensive system.

The elephant forest at Dandakaranya was breeding and training its corps, but the corps was not yet battle-ready. And the capital itself, Kanchi, was old. Its walls were ancient, built by his grandfather in a time of peace, never tested by a serious siege. "Warlord Behram of the Zarian frontier provinces has been massing troops for six months," Rudravarma said, his finger tracing the desert road south. "His raiders have tested our border garrisons three times this season. If he unites the other warlords under his banner—and our spies say he is close—he could march on Kanchi with ten thousand men and a train of siege engines. The walls will not hold against Zarian torsion catapults. They were built before the sultanate developed their modern artillery. We need a new capital fortress—or we need to rebuild this one." "Rebuild," Simhavarma said. "A kingdom that abandons its capital every century has no centre. We rebuild. On the same site. But to new specifications." He turned to the man kneeling at the far side of the table: an elderly, thick-set figure with calloused hands and a carpenter's apron over his official robes. His name was Varshamihira, the Superintendent of Fortifications, and he had spent the last three months surveying Kanchi's existing defenses and preparing a report. "Tell me," the king said. Varshamihira unrolled a massive scroll, dense with architectural drawings and measurements. "Your Majesty, Kanchi, as the capital, must be a water-fort, the strongest kind for a populous centre. It must be surrounded by water on as many sides as possible, with artificial water-courses where nature does not provide them. The existing moat is a single ditch, ten dandas wide and shallow. I propose three ditches, fourteen, twelve, and ten dandas broad, the innermost deepest, all lined with fired brick, filled with perennial river-water diverted from the main channel, and stocked with—" "Crocodiles," Vamanagupta said quietly from his place by the window. "And lotus plants. The crocodiles devour anyone who attempts to swim the ditches. The lotus plants conceal the crocodiles and make the water appear solid enough to walk on; until it is too late." Varshamihira blinked. "The Mahamatya has read the texts." "The Mahamatya has helped build forts before," Vamanagupta said. "Continue." "Beyond the innermost ditch, at a distance of four dandas, rises the rampart. Six dandas high, twelve broad at the base, tamped by elephants and bullocks, planted with thorny acacia and poison-sumac on the outer slope. Above the rampart, brick parapets with towers at intervals. Between every two towers, a covered street for moving troops unseen. At the gate, a single entrance, Your Majesty, one-sixth the width of the main street, narrowing to a choke-point, an iron bolt, two cross-bars, four elephant-resistant beams, and a turret above shaped like an alligator's head, projecting forward so defenders can drop stones and boiling oil directly onto anyone at the gate." "The Zarian warlords will use battering rams," Rudravarma said. "They will mass infantry at the gate and hammer it until it yields." "The elephant-beams are reinforced with iron bands," Varshamihira replied. "The alligator turret can drop not only stones and oil, but the explosive jars, the agnisaṃyoga, directly onto a ram crew. Varshamihira pointed to a section of the plan marked in dotted lines. "A hidden passage, here, in the north wall, where the rampart is thickest and least assailable. It leads to a concealed door on the riverbank, where boats will be kept. In the event the fort falls, Your Majesty can exit unseen." Simhavarma nodded slowly. "And the Indrakośa?" "Between each tower and the covered street, a platform of heavy wooden planks seating three archers. They can fire through slits while protected by the parapet. The towers themselves will have movable staircases, so that if an enemy gains the rampart, the stairs can be pulled up, isolating the towers." Gajakesha, who had been silent, finally spoke. "The cost, Superintendent. What is the cost?" Varshamihira's face tightened. "For the three ditches, the rampart, the brickwork, the towers, the gate, the hidden passage, the water diversion, the crocodiles, the lotus plants, the weapon-stores—thirty thousand silver pieces over three years." A heavy silence. "The treasury can bear it," Gajakesha said at last, reluctantly. "But it will mean deferring the irrigation project in the eastern deltas. And the new market town at the western crossroads." "The irrigation project will not matter if Zarian catapults breach the walls and the sultanate's warlords loot the treasury," Senapati Rudravarma said. "Build the fort." Maharaja Simhavarma looked at Vamanagupta. "Mahamatya. Your counsel." Vamanagupta stepped forward and placed a single finger on the map, directly over the innermost ditch. "Water and mountain fortifications are best suited to defend populous centres. Kanchi has no mountain. It must be a water-fort, and it must be the strongest water-fort ever built. The thirty thousand silver pieces are not an expense. They are an insurance against the Zarian sultanate. The treasury that cannot pay for its own walls will soon pay tribute to Zarian warlords." The king straightened. "Then build it. Varshamihira, you have your orders. Break ground before the monsoon." The Construction Site, Six Months Later The river had been diverted. A temporary dam of earth and timber channeled the water into a new bed while the workmen dug the three great ditches. The earth from the ditches became the rampart; thousands of baskets of soil, carried by laborers and piled into a massive embankment. Elephants from Dandakaranya trampled the earth into compacted solidity, their mahouts singing the old songs. Bullocks followed, pressing the surface smooth. Along the outer slope of the rampart, gardeners planted thorny acacia bushes and poison-sumac, their roots binding the soil, their spines promising a brutal welcome to any climber. The ditches, now complete, were lined with fired bricks hauled from the kilns of the southern district. Water rushed back into them when the temporary dam was broken, filling them to the brim. The lotus plants followed, their broad green leaves spreading across the surface within weeks. The first crocodiles arrived in heavy wooden crates, captured from the delta marshes by a team of hunters who had lost one man to a thirteen-foot bull. They were released into the ditches with reverence and a small offering to Varunadeva. Within days, they had made themselves at home. The rampart rose. Brick parapets took shape. The towers climbed, square and solid, their movable staircases fitted with iron pulleys. The Indrakośa platforms were bolted into place. The covered street was roofed with palm-trunk beams, wide enough for four soldiers to march abreast. And at the main gate, the alligator turret, a grotesque, magnificent stone head, its jaws gaping open above the narrow entrance, glared down at the road with blank, watchful eyes. Beneath it, the iron bolt, the cross-bars, and the elephant-beams waited in their sockets. The Armoury Canals, Two Years Later The fort was nearly complete. The king walked the finished parapet with Varshamihira, Vamanagupta, and Rudravarma. They stopped at the long, narrow channels built into the inner walls; the kulyā, the weapon-stores. Inside, racked and ready, lay the arsenal: stacks of throwing-stones, rows of iron-tipped spears, bamboo stakes, tridents, axes, spades for destroying enemy siege-works, and the heavy, terrible śataghnī, the "hundred-slayers," iron cylinders studded with spikes, designed to be rolled off the parapet into massed attackers. At the far end of the channel, in a sealed stone locker, sat the clay jars of agnisaṃyoga; explosive powder, mixed to the specifications of the royal alchemists. Rudravarma had tested a small quantity on the practice ground. The result had shaken the walls of the old palace. "Enough to destroy a battering ram," Rudravarma said. "Or a siege tower. Or a gate." "Keep it sealed," Simhavarma said. "Keep it dry. And post a guard who knows what he is guarding." The Escape Passage, Midnight On the final night of construction, Simhavarma insisted on walking the hidden passage himself. Varshamihira led the way with a single oil lamp, down a narrow staircase concealed behind a false wall in the north tower. The tunnel was low and damp, smelling of fresh brick and river silt. It emerged into a small stone chamber on the riverbank, where two flat-bottomed boats sat ready, their oars shipped, their prows pointed toward the current. "In the event of the fall," Varshamihira said, "Your Majesty flees here, takes a boat, and rows downstream to the southern garrison. The door is invisible from the river. No enemy will find it unless they know exactly where to look." "And who knows?" "You, Your Majesty. The Mahamatya. The Senapati. Myself. The two guards who built the door; they have been sworn to secrecy and assigned to permanent duty at the Mandara fort, far from here. They will not speak." Simhavarma looked at the boats, the dark river, the distant lights of Kanchi reflected in the water. "The tortoise," he murmured. "Kūrmavad aṅgāni saṃhareta. The limbs are drawn in. But even the tortoise must have a way out of its shell if the shell is cracked." The Completion, One Month Later The fortress of Kanchi was complete. The three ditches glittered under the sun, their lotus leaves a carpet of green, their crocodiles motionless as logs. The rampart towered over the fields, its thorny slope a barrier of spines and poisoned sap. The alligator turret glared down at the road. The towers stood at their intervals, their archers already drilling on the Indrakośa platforms. King Simhavarma stood before the main gate, surrounded by his ministers, and spoke the traditional words of dedication. He named the fort Kūrmapura; the Tortoise City. Then he walked through the narrow gate, under the iron bolt, and into the courtyard where the goddess Kumārī's shrine waited, a rectangle of four compartments nested one within the other, the innermost chamber glowing with a single oil lamp. He knelt before the goddess and offered a prayer. Not for victory. For wakefulness. When he rose, Vamanagupta was standing in the doorway. "Thirty thousand silver pieces," the Chief Minister said. "And it will hold, Your Majesty. Against the Zarian catapults. Against the sultanate's warlords. Against anything short of treachery from within." "And against that?" Vamanagupta's face was still. "No wall protects against treachery. Only vigilance protects. The fort is the shell. The king is the eye. The tortoise survives not because the shell is thick, but because the eye never closes." The king looked up at the alligator turret, its stone teeth outlined against the sky. "Then we will keep our eyes open, Mahamatya. The Zarian warlords are still out there, sharpening their swords and massing their armies. But Kanchi is ready." He turned and walked back through the gate, into the streets of the city that was now a fortress, the capital that was now a shell. The tortoise had drawn in its limbs. The kingdom slept within walls that would hold. And the watchers on the towers kept their vigil, their eyes sweeping the horizon, waiting for the storm that would one day come. |
Chapter IV: Buildings Within the Fort
The demarcation of the ground inside the fort shall be made first by opening three royal roads from west to east and three from south to north. The fort shall contain twelve gates, each provided with both a land and water-way kept secret.
Chariot-roads, royal roads, and roads leading to droṇamukha, sthānīya, country parts, and pasture grounds shall each be four daṇḍas (24 feet) in width. Roads leading to sayónīya, military stations, burial or cremation grounds, and to villages shall be eight daṇḍas in width. Roads to gardens, groves, and forests shall be four daṇḍas.
Roads leading to elephant forests shall be two daṇḍas. Roads for chariots shall be five aratnis (7½ feet), roads for cattle four aratnis, and roads for minor quadrupeds and men two aratnis.
Royal buildings shall be constructed on strong grounds. The king's palace, facing either north or east, shall occupy one-ninth of the whole site inside the fort, situated in the midst of the houses of the people of all the four castes and to the north from the center.
Royal teachers, priests, sacrificial places, water-reservoirs, and ministers shall occupy sites east by north of the palace. The royal kitchen, elephant stables, and store-house shall be situated on sites east by south.
On the eastern side, merchants trading in scents, garlands, grains, and liquids, together with expert artisans and Kṣatriya caste people, shall have their habitations. The treasury, accountant's office, and various manufactories shall be on sites south by east. The store-house of forest produce and the arsenal shall be on sites south by west.
To the south, the superintendents of the city, commerce, manufactories, and army, as well as those who trade in cooked rice, liquor, and flesh, besides prostitutes, musicians, and Vaiśya caste, shall live. To the west by south, stables of asses, camels, and working horses. To the west by north, stables of conveyances and chariots.
To the west, artisans manufacturing worsted threads, cotton threads, bamboo-mats, skins, armours, weapons, and gloves, as well as Śūdra caste, shall have their dwellings.
To the north by west, shops and hospitals. To the north by east, the treasury and stables of cows and horses. To the north, the royal tutelary deity of the city, ironsmiths, artisans working on precious stones, as well as Brāhmans shall reside.
In the several corners, guilds and corporations of workmen shall reside. In the centre of the city, the apartments of Gods such as Aparājita, Apratihata, Jayanta, Vaijayanta, Śiva, Vaiśravaṇa, the Aśvins (divine physicians), and the honourable liquor-house (Śrī-madira-gṛham) shall be situated. In the corners, the guardian deities of the ground shall be appropriately set up.
Likewise, the principal gates—Brāhma, Aindra, Yāmya, and Saināpatya—shall be constructed; and at a distance of one hundred bows (dhanus = 108 aṅgulas) from the ditch, places of worship and pilgrimage, groves and buildings shall be constructed. Guardian deities of all quarters shall also be set up in quarters appropriate to them.
Either to the north or the east, burial or cremation grounds shall be situated; but that of the people of the highest caste shall be to the south. Violation of this rule shall be punished with the first amercement. Heretics and Caṇḍālas shall live beyond the burial grounds.
Families of workmen may in any other way be provided with sites befitting their occupation and field work. Besides working in flower-gardens, fruit-gardens, vegetable-gardens, and paddy-fields allotted to them, they shall collect grains and merchandise in abundance as authorised.
There shall be a water-well for every ten houses. Oils, grains, sugar, salt, medicinal articles, dry or fresh vegetables, meadow grass, dried flesh, haystock, firewood, metals, skins, charcoal, tendons, poison, horns, bamboo, fibrous garments, strong timber, weapons, armour, and stones shall be stored in the fort in such quantities as can be enjoyed for years together without feeling any want. Of such collection, old things shall be replaced by new ones when received.
Elephants, cavalry, chariots, and infantry shall each be officered with many chiefs, inasmuch as chiefs, when many, are under the fear of betrayal from each other and scarcely liable to the insinuations and intrigues of an enemy. The same rule shall hold good with the appointment of boundary guards and repairers of fortifications.
Never shall bāhirikas who are dangerous to the well-being of cities and countries be kept in forts. They may either be thrown in country parts or compelled to pay taxes.

Chapter V: The Duties of the Chamberlain
The Chamberlain (sannidhātā—one who ever attends upon the king) shall see to the construction of the treasury-house, the trading-house, the store-house of grains, the store-house of forest produce, the armoury, and the jail.
The treasury-house is built over a specially constructed underground chamber. A square well, not too deep to be moist with water, is dug and paved on both bottom and sides with stone slabs. Within this well, using strong timber, a cage-like underground chamber of three storeys is constructed, the topmost being level with the surface of the ground, with many compartments of various design, the floor plastered with small stones, with a single door, a movable staircase, and solemnised with the presence of the guardian deity.
Above this chamber, the treasury-house, closed on both sides, with projecting roofs and extensively opening into the store-house, is built of bricks.
The chamberlain may also employ outcast men to build, at the extreme boundary of the kingdom, a palatial mansion to hold substantial treasure against dangers and calamities.
The trading-house shall be a quadrangle enclosed by four buildings with one door, with pillars of burnt brick, many compartments, and a row of pillars on both sides kept apart. The store-house shall consist of many spacious rooms and enclose within itself the store-house of forest produce, separated from it by a wall and connected with both the underground chamber and the armoury.
The court (dharmasthīya) and the office of the ministers (mahāmātrīya) shall be built in a separate locality. A jail, provided with separate accommodation for men and women kept apart and with many compartments well guarded, shall also be constructed.
All these buildings shall be provided with halls, pits, water-wells, bath-rooms, remedies against fire and poison, with cats and mongooses, and with the necessary means to worship the guardian gods appropriate to each.
In front of the store-house, a bowl with its mouth as wide as an aratni (24 aṅgulas) shall be set up as a rain-gauge (varṣamāna).
Assisted by experts having necessary qualifications and provided with tools and instruments, the chamberlain shall attend to the business of receiving gems, whether old or new, as well as raw materials of superior or inferior value.
In cases of deception in gems, both the deceiver and the abettor shall be punished with the highest amercement; in the case of superior commodities, with the middle-most amercement; and in that of commodities of inferior value, they shall be compelled not only to restore the same, but also to pay a fine equal to the value of the articles.
He shall receive only such gold coins as have been declared to be pure by the examiner of coins. Counterfeit coins shall be cut into pieces. Whoever brings in counterfeit coins shall be punished with the first amercement.
Grains pure and fresh shall be received in full measures; otherwise a fine of twice the value of the grains shall be imposed. The same rule shall hold good with the receipt of merchandise, raw materials, and weapons.
In all departments, whoever, whether as an officer (yukta), a clerk (upayukta), or a servant (tatpuruṣa), misappropriates sums from one to four paṇas or any other valuable things shall be punished with the first, middlemost, and highest amercements and death respectively.
If the officer in charge of the treasury causes loss in money, he shall be whipped, while his abettors shall receive half the punishment; if the loss is due to ignorance, he shall be censured. If, with the intention of giving a hint, robbers are frightened by the guards, the guards shall be tortured to death.
Hence, assisted by trustworthy persons, the chamberlain shall attend to the business of revenue collection. He shall have so thorough a knowledge of both external and internal incomes running even for a hundred years that, when questioned, he can point out without hesitation the exact amount of net balance that remains after expenditure has been met with.

Todar Mal's record-keeping was legendary. The Ain-i-Akbari, the administrative manual compiled by Abul Fazl, records that Todar Mal could produce detailed accounts of every pargana (district) going back decades, with income, expenditure, and balances calculated with precision.
The hundred-year principle was not metaphorical; the Mughal revenue records, once established, became the baseline for centuries of subsequent administration.

The store-house of grains holds enough rice, lentils, and oil to feed the city for three years. Rats would destroy a year's supply in a season if we let them." Suryadatta indicated a stone passage leading off the silver chamber. "Through there, the store-house of forest produce. Timber, bamboo, resin, medicinal herbs, honey; also in three-year quantities. And beyond that, the armoury." Simhavarma walked to the passage entrance and looked into the darkness. "The jail?" "In a separate quarter, Your Majesty, as the texts prescribe. Men and women in separate compartments, guarded by twin watchmen who fear each other enough to prevent collusion." "The court and the ministers' offices?" "Constructed. The court has already heard its first case; a dispute between a coppersmith and a sandalwood merchant over adulterated goods. The sandalwood was cut with cheaper wood and scented to deceive. The merchant was fined the highest amercement, and the abettor, his supplier, was punished as an equal. The coppersmith was compensated from the fine." Simhavarma nodded. He had reviewed that case himself, on appeal. The law was clear: deception in high-value goods earned no mercy. "And the remote treasury? The one I ordered built on the extreme boundary?" Suryadatta hesitated. "The mansion is built, Your Majesty. In the hills above the southern border, beyond the old hunting grounds. It is staffed by guards who do not know what they guard. They believe it is a lodge for royal hunting parties. Only three men in the kingdom know its true purpose." "The Mahamatya, myself, and you." "Yes, Your Majesty." "Good." Simhavarma turned back to the gold vault. "I want to see the coins." Suryadatta unbolted an iron door and led the king into the lowest chamber. Wooden chests, bound with brass, lined the walls. He opened one. Rows of gold suvarṇas, each stamped with the royal seal, glittered in the lamplight. "Every coin in this chest has been tested by the examiner of coins," Suryadatta said. "Pure gold, correct weight. Counterfeits are cut into pieces on discovery and melted down for bullion." "Have there been counterfeits?" "Two. In the last year. Both brought in by merchants from the Zarian border towns. The coins were good imitations; slightly lighter, gold mixed with copper. The examiner caught them. The merchants were fined the first amercement and expelled from the city. The coins were destroyed." Simhavarma stared at the gold. "And the rain gauge? I saw the bowl in front of the store-house as I entered. The monsoon is late this year." "The bowl records it, Your Majesty. Last year at this season, the water stood at three aṅgulas above the base-line. This year, it is barely two. The harvest will be lean. I have already informed the Samaharta Gajakesha. He has reduced the revenue projections for the eastern deltas accordingly." "The hundred-year rule," Simhavarma murmured. "Suracharya's command to the chamberlain. You must know the kingdom's income and expenditure so thoroughly that you can state the net balance after a hundred years." Suryadatta looked at the king steadily. "Your Majesty, I can state the net balance after a hundred years if the rainfall is average, the Zarian sultanate remains fragmented, the Maeran and Valenta city-states do not disrupt the trade routes, and no pestilence strikes the elephant corps. I cannot state the net balance after a hundred years if war or famine intervene. But I can tell you, to the last paṇa, what we have now, what we expect to receive this year, and what we have spent in each of the last forty years. The future is a guess. The present is a fact. The past is a record. I keep all three in my head." Simhavarma almost smiled. "That is more than any chamberlain before you has offered." "My predecessor could not tell you the balance of the grain store without consulting a ledger. My predecessor's predecessor was executed for embezzlement." Suryadatta's voice was flat. "I keep the records in my head because I do not trust the ledgers. Ledgers can be altered. Memory, properly trained, cannot." The king walked to the stairs. As he passed the silver chamber, he paused before the shrine of Kubera. A small oil lamp burned at the guardian deity's feet. "Have you ever been tempted?" Simhavarma asked quietly. Suryadatta was silent for a long moment. "Once, Your Majesty. Many years ago, when I was a young clerk in the treasury, a merchant offered me a bribe of fifty silver pieces to alter the record of a customs duty on a shipment of pearls. He told me it was a small thing, a harmless thing. I refused. I reported the merchant to the chamberlain of that time. The merchant was fined and expelled. And I learned that the small bribe is the door to the large theft. Every coin in this vault is a temptation to someone. My only defence is the knowledge that I would be caught, and the certain expectation that I would be executed. The law is my shield. Fear is my armour." Simhavarma nodded. "Fear is not the noblest motive." "No, Your Majesty. But it is the most reliable." The king climbed the stairs, Suryadatta following. They emerged into the ground-level chamber, where the morning sun streamed through the high windows and a pair of cats dozed in the warmth. Beyond the door, the streets of Kūrmapura lay in their orderly grid—the shops, the wells, the temples, the guild-halls, all of it resting on the invisible foundation of the vault beneath their feet. "Maintain the rain gauge," Simhavarma said. "Keep the cats. Trust the law. And if the Zarian warlords come, be ready to move the gold to the remote mansion within a single night." "It is already packed, Your Majesty. The carts are kept in the western stables. The drivers change every month so that no one memorises the route. The kingdom's wealth will survive even if the walls do not." Simhavarma walked out into the sunlight. Behind him, Suryadatta bolted the door and descended once more into the vault, to count the coins and feed the guardian deity's lamp. The tortoise's shell had a heart of gold. Conclusion: The Skeleton of the State
The opening five chapters of Book II mark a decisive shift from the inner discipline of the king to the outer architecture of the kingdom. Book I built the ruler; Book II builds the ruled world. Where the first book asked how should the king train himself?, this section asks how should the king's will be translated into villages, forests, forts, cities, and treasuries?
The answer is a comprehensive administrative apparatus; a professional civil service of superintendents, each with a precisely defined domain, each extending the king's wakeful energy into the material fabric of the state.
The logic is sequential.
Chapter 1 establishes the basic unit of the kingdom: the village, formed by immigration or internal resettlement, laid out with fixed boundaries, supported by a four-tier administrative hierarchy, and governed by strict rules of cultivation, taxation, and social order.
Chapter 2 divides the land beyond the villages into designated zones—pasture, sacred groves, royal hunting parks, public game forests, timber reserves, and elephant forests—each with its own purpose, superintendent, and legal regime.
Chapter 3 fortifies the kingdom's boundaries and its centre with four types of forts suited to terrain, culminating in the capital water-fort with its three crocodile-filled ditches, its massive rampart, its alligator-mouthed turret, and its hidden escape passage.
Chapter 4 plans the city inside the walls: a grid of six great roads, zoned by profession and function, with wells, temples, granaries, hospitals, and burial grounds all in their appointed places.
Chapter 5 completes the physical apparatus by constructing the treasury complex—a three-storey underground vault, a remote emergency reserve, a secure trading-house, an armoury, a jail—and appoints the chamberlain, the officer who guards, tests, and accounts for every coin, gem, and grain-sack the kingdom possesses.
Across these five chapters, certain principles recur with striking consistency. Every function has an officer; every officer has a defined jurisdiction; every jurisdiction has measurable standards. The land is never left undesignated.
The treasury is never left unguarded. The city is never left unplanned. The chamberlain's rain gauge, the elephant forest's tracked herds, the village's hundred-family minimum—all reflect the same impulse: to measure, to record, to control.
This is not micromanagement. It is the systematic elimination of ambiguity, the condition in which corruption, incompetence, and external threat flourish. The Kautilyan state is a machine, and these five chapters are its blueprint.
The remaining thirty-one chapters of Book II will populate this machine with the superintendents who operate it—the officers of mines, mints, weights and measures, tolls, textiles, liquor, slaughterhouses, and prostitutes—extending the king's disciplined will into every transaction, every workshop, and every trade route in the empire.
